Wire bonding pads in Altium

Hello,
I am working on design of Read out board and need to mount a 'detector' (bare Si Chip ) that require wire bonding from die to board. For creating bonding pads, I got one document named"Wire bonding in Altium designer" (attached). As per this document i would need to enable the signal midlayer to create die pads and landing pads. But in PCB library i can only see the Top and bottom signal layer. No idea how to create it. Is there any other way to create the bond pads in altium?

so basically you need to know how to add a layer in your footprint? i thought you can just press " l" and add a layer in you PCB lib.. somehting to take into account .. when you do this.. all footprints will have that added layer.. so when you use it in your pcb it will automtically add the midlayer into your design.
so its better to make a seperate PCB.lib for components like this..

Interesting document. I didn't know something like this is possible in Altium.
PS: I would like to just clarify @Paul van Avesaath's answer - the letter is lower case L (View Configuration). The letters "l" (lower case L) and "I" (upper case i) look similar.
