About plugged vias under BGA

Hi everyone,
I have a BGA.
The manufacturer is asking if I want plugged vias.
I only have 2 vias for the fan out.
At present time, they don't have any via type according to IPC 4761.
I usually ask the vias to be covered with solder mask.
What are the pros and cons to declare the vias as plugging vias.
There are 4 different types of plugging vias in AD.
Which one do you suggest?

The is a lot of thing to be said about vias and their covering.

The main downside of the IPC 4761 via types is their additional cost.

mabye is not that because some of your vias are touching the pads?
