Challenges in Creating PCB Footprints Without a Landing Pattern

I face problems while creating footprints, as I don’t understand what to do when the datasheet doesn’t provide a landing pattern and only gives dimensions. Many times, when I try to match these dimensions, they turn out to be different. Can a footprint be created using just the dimensions?
