Sometimes when connecting wires to different parts of an IC or with any thing like pads/tespoints , it doesnt show the red dot. Does it mean that its still connected?

this usually means wire goes under the pin (not visible as the pin covers it) and this is a junction point connecting the pin to the wire under it, just delete the wire and draw again or try to move pin

electrically there is no difference. just from the esthetic point
