I am following the ORCAD essentials tutorial, in the padstack editor I get the dimensions for the design layer are in the datasheet,and also in the mask layer its the same for soldermask_top. But where are the height and width coming for pastemask_top

I think paste mask is the same as pad dimension. Logically you want your paste to be only on top of the pad copper

Yes, unless you are willing to argue with the assembly company, have the paste mask the same as the pad.
