When do we decide to use either micro vias or through-hole via while performing routing on a multilayer PCB? Are there recommendations and guidelines for that?

I use uVIAs only on very high density PCBs (or sometimes they are used if you don't want stubs in very high speed designs or if you use a BGA with very small pitch or/and two many pins) - they will make PCB more expensive. If possible I only try to use through hole VIAs.

Is it recommended to use through-hole Vias instead of µVias to connect GND and PWR pads in all designs?
